PPND actively handles two types of Domain Name disputes, namely Brand-related Domain Name Disputes and Name-Related Domain Name Disputes.

PPND Process

Below is a simplified overview of the domain name dispute resolution process through PPND (Domain Name Dispute Resolution).

± 3 Working Days

Initial Verification

The Complainant submits a Dispute Verification, and the Secretariat reviews and provides the Respondent's Whois data.

± 7–10 Days

Objection Submission

The Complainant files an Objection and proposes Panelists, the Secretariat delivers it to the Respondent and Registrar, and the Respondent submits Mediation and Response.

Before Objection

Mediation & Initial Payment

The Complainant completes the Mediation form, selects a Mediator, and pays the administrative fee.

± 14–20 Days

Panel Formation & Examination

The Panel is formed and reviews the case based on all documents and responses.

± 7 Days after Decree

Decision & Implementation

The decision is announced by the Secretariat, and PANDI issues a Decree to be enforced by the Registrar.

Type of Dispute

PPND governs two main categories of domain name disputes and outlines indications and background causes of such conflicts.

Category #1 – Trademark-Based Disputes

To support an Objection involving a registered trademark, the Complainant must prove all of the following:

Legal Elements Required to be Proven:
  • The domain name is identical or confusingly similar to the Complainant’s registered trademark.
  • The Respondent has no rights or legitimate interests in the domain name.
  • The domain name was registered or used by the Respondent in bad faith.
  • All three elements must be proven together.
Attached Documents:
For Individual Applicants:
  • Personal Identification Documents: National Identity Card (KTP), Driver’s License, or Passport;
  • Registered Trademark Certificate duly recorded in the name of the Applicant;
  • Power of Attorney, if the Applicant is represented by an authorized attorney.
For Corporate Applicants:
  • Personal Identification Documents: National Identity Card (KTP), Driver’s License, or Passport;
  • Registered Trademark Certificate duly recorded in the name of the Applicant;
  • Corporate Legal Documents: Deed of Establishment and its amendments, along with the relevant approval from the competent authority, duly recorded in the name of the Applicant;
  • Power of Attorney, if the Applicant is represented by an authorized attorney.

Category #2 – Name-Based Disputes

To support an Objection involving a registered name (other than trademark), the Complainant must prove all of the following:

  • The domain name is identical or confusingly similar to the Complainant’s registered name.
  • The Respondent has no rights or legitimate interests in the domain name.
  • The domain name was registered or used by the Respondent in bad faith.
  • All three elements must be proven together.
Attached Documents:
For Individual Applicants:
  • Personal Identification Documents: Identity Card (KTP), Driver’s License, or Passport;
  • Deed, Business License (SIUP), Company Registration Certificate (TDP), or other equivalent documents evidencing that the Name is duly registered in the name of the Applicant;
  • Power of Attorney, if the Applicant is represented by an authorized attorney.
For Corporate Applicants:
  • Personal Identification Documents: Identity Card (KTP), Driver’s License, or Passport;
  • Corporate Legal Documents: Deed of Establishment and its amendments, along with the relevant approval from the competent authority, duly registered in the name of the Applicant;
  • Deed, Business License (SIUP), Company Registration Certificate (TDP), or other equivalent documents evidencing that the Name is duly registered in the name of the Applicant;
